I recently started revisiting the recordings of the 5-day Facebook challenge course I joined last October (though I’m unsure of the exact date). I tried following the steps to create a new business portfolio separate from my personal account but received a message saying I couldn’t proceed.
Should I consider deleting the two previous business accounts I created, which are no longer operational, to make room for the new one? I did some research and found that it’s possible to have multiple accounts, so I’m unsure why I wasn’t allowed to create a new one.

No, you cannot create a new one by deleting the existing BM. Just rename the existing BM and use that temporarily until Meta gives you another slot to create a new BM.
